Why Did the Buddha Establish the “Seven for Men, One for Women” Ordination Rule?

Why does Buddhism allow men to ordain up to seven times, while women may only ordain once? Many people assume this means the Buddha favored men, but that’s not the case.

During the Buddha’s lifetime, Buddhist monastic rules were not created in advance. Instead, they were established in response to actual situations within the Sangha. This principle is known as “rules established as circumstances arose.”

The Ekottarika Āgama records the story of a monk named Saṅgama, who ordained and returned to lay life seven times. On his seventh ordination, he finally overcame his defilements and attained Arhatship. Because of this, the Buddha allowed monks who sincerely wished to continue their practice to reordain, up to seven times.

For nuns, however, the Sarvāstivāda Vinaya (Shisong Vinaya) states that once a bhikkhunī voluntarily gives up her ordination, she may not receive full ordination again. This rule was established to preserve the discipline and stability of the monastic community—not because women were incapable of spiritual attainment or considered inferior to men.

Therefore, the “seven for men, one for women” rule was not an unfair policy predetermined by the Buddha. It was a disciplinary rule established in response to different historical circumstances within the Sangha. Understanding its historical context helps us better understand the true spirit of the Buddhist Vinaya.

为什么佛教允许男性出家七次,女性却只能出家一次?

很多人以为这是佛陀一开始就制定好的规定,其实并不是。

佛陀住世时,戒律并不是预先制定的法律。法律是在事情发生前就已经存在,而佛教戒律则是因为僧团中有人犯错、有人提出疑问,佛陀才根据实际情况制定相应的戒律,因此佛教称为「随犯随制」。

关于男众可以七次出家的由来,在《增一阿含经》卷二十七中记载了一位名叫僧迦摩的比丘。他道心反覆,曾经七次出家、七次还俗,但到了第七次重新披上袈裟后,终于彻底降伏烦恼,最终证得阿罗汉果。

佛陀因此开许男众,即使因善根未成熟、道心不稳而还俗,只要真心悔改,仍可再次出家修行,所以后来律中便有了男众最多可七次受戒出家的规定。

然而,女众的情况却不同。《十诵律》等部派律典明确记载:「比丘尼若舍戒,更不得受戒。」也就是说,比丘尼一旦主动舍戒还俗,就不能再次受具足戒,重新加入比丘尼僧团。

为什么会有这样的差别?

佛教戒律本来就是因缘而制定,并不是代表男女修行境界高低,而是根据当时僧团所发生的实际情况,以及维护僧团秩序与社会观感等因素,所制定出的不同规范。

因此,「男众七次、女众一次」并不是佛陀预先设定的制度,而是在佛陀住世期间,僧团经历实际事件之后,有人向佛陀请示,佛陀依据因缘而制定出来的戒律,这也是佛教「随犯随制」最经典的例子之一。
